I HAVE the honour to transmit to Your Excellency, to be laid before your Ministers, the accompanying copies of a Reportt of the Advisory Committee for the Tropical Diseases Research Fund for the year 1908, which has been presented to Parliament by His Majesty's command,

2. I also enclose copy of a Circular despatch‡ which I have addressed to the Governors of the Tropical Colonies and Protectorates, asking them to invite their Governments to continue for a further period of five years the subscriptions hitherto made to the Research Fund; and I shall be glad if your Ministers would take into their consideration whether they would be prepared, on the expiration of the five years for which the sum of £200 has been promised by the Commonwealth Govern- ment, to continue the grant for a period of five years more.

3. Your Ministers will no doubt observe with satisfaction that it has been found possible to make a grant of £400 from the fund to the School of Tropical Medicine to be established in Queensland.

In my Circular of the 11th instant I transmitted to you copies of the report of the Advisory Committee of the Tropical Diseases Research Fund for the year

1908.

2. In the 7th Appendix of that report are included reports of the work done in the several Colonial laboratories. I find that no reports have been received from the laboratory at [Ceylon] [Straits Settlements] [British Guiana] for the year 1908, although my predecessor in his Circular of the 23rd of December, 1907, § requested that half-yearly reports of the work done in Colonial laboratories should be forwarded not later than the 1st February and 1st August in each year.

3. I should be glad if you will give instructions to secure the regular sending of such reports in future.

2. I also enclose copy of a Circular despatcht which I have addressed to the other Tropical Colonies and Protectorates, requesting the continuance for a further period of five years of the subscription to the Research Fund hitherto made.

[To Mauritius only: 3. I do not now at the present moment propose to ask your Government to make any contribution, in view of the financial position of the Colony, but in the event of the financial position of Mauritius improving, I have no doubt that your Government will desire to make a contribution to the Research Fund.]

Downing Street, 11 March, 1909. I AM directed by the Earl of Crewe to transmit to you, to be laid before Viscount Morley, the accompanying copies of the report* of the Advisory Committee for the Tropical Diseases Research Fund for the year 1908, which has been presented to Parliament.

2. I am also to transmit to you a copy of a Circular despatcht which has been addressed by Lord Crewe to the Governors of the various tropical Colonies and Protectorates, requesting the continuance for another period of five years of the grants hitherto made towards the Research Fund.

3. Lord Crewe would be glad if Viscount Morley would consult the Govern- ment of India as to whether they would be prepared to continue, for a period of five years, the grant of £500 a year now made to the Research Fund. His Lordship does not doubt that the representatives of the India Office on the Advisory Committee will be able to assure Lord Morley that the work done by the fund is of such a character as to justify any financial support which it may be possible for the Govern- ment of India to extend to it.
