Forwards memorandum by the Registrar- General giving the information desired by the Survey Committee as to nature and method of survey proposed; Mr. Ongley is very anxious that the question of the 25-inch survey should not be re-opened and the work of registration thereby delayed.

Reports that the question has been raised by Mr. V. F. Mayne whether a licence is necessary to practise as a land surveyor in the Protectorate and whether surveys of land carried out by private land surveyors should be accepted by the Government; encloses minate by Director of Surveys oppos-

ing the proposal; recommends that the Government should accept any assis-. tance which Mr. Mayne and Mr. Seth- Smith can render.

Acknowledges receipt of No. 50; re- fers to the objections to employing licensed surveyora anil suggests that

Mr. Mayne and Mr. Seth Smith should be given temporary appointments of the nature indicated under the Direc- tor of Surveys:

Transmits copy of a report by the officer in charge of the trigonometrical survey of Viti Levu, and asks that the Colonial Survey Committee may be asked to advise as to the desirability of allowing this branch of the survey to interfere with and delay the trigo- nometrical survey.

Subject.

Submits his proposals with regard to the organization of the land registra tion and re-valuation staff required for carrying out the provisions of Law 12 of 1907.

Calls attention to the inconvenience, loss of revenue, and retardiment to the development of the Protectorate caused by the long delays in appoint- ing surveyors, &c., considers that higher rates should be paid, when he could engage the class of surveyor he requires from overseas, and asks for authority to make appointments him- self without referring home.

December 22 Transmits copy of No. 56 and of the reply which it is proposed to send authorizing the Governor to offer to surveyors from the self-governing Dominions such terms as may be necessary to attract experienced men on condition that no increased expen- diture is incurred for a staff not ex- ceeding the present number,

Replies to the observations of the Deputy Director of Surveys enclosed in No. 56, and regrets that, for the reasons stated, the Governor's proposal that he should be authorized to engage surveyors from the Dominions on such terms as inay be considered necessary cannot be accepted, although the Secretary of State is willing to give him discretion in the selection of candidates provided he is given, beforehand, particulars in each case.
