MEMORANDUM BY SIR C. P. LUCAS.
Mr. Mackinder and I drafted the enclosed notice to be sent from this Office as soon as he shall let me know that he is ready. We also decided that the books for review should be sent out by Messrs. Waterlow to papers to be selected by Mr. Mackinder, and that 2,500 copies of the preliminary matter should be struck off and be circulated at Mr. Mackinder's discretion, and at the expense of the Eastern Colonies Fund. We also discussed points raised by letters of to-day's date written by Mr. Mackinder to Messrs. Waterlow* and Newton.t
I agreed to those letters.

The Visual Instruction Committee, appointed by the Secretary of State for the Colonies, has issued for various parts of the Empire a series of seven lectures on the United Kingdom, illustrated by lantern slides. The edition which was pre- pared for the Indian Government is now made available for use in this country. The lectures, written by Mr. H. J. Mackinder, have been published on behalf of the Committee by Messrs. Waterlow & Co., and may be obtained with or without the illustrative slides from Messrs. Newton & Co., 32, Fleet Street, E.C., from whom particulars can be obtained on application.
The lectures on the Colonies and India, for which a special fund was raised by a committee of ladies presided over by Lady Dudley, and under the patronage of H.R.H. the Princess of Wales, are in active preparation, and it is hoped that the first series will be issued in the coming year.

I HAVE the honour to acknowledge the receipt of your Lordship's Miscel- laneous despatch, dated the 13th ultimo, stating approximately the amount neces- sary for carrying out the scheme for lantern lectures in schools in this island.
2. In reply, I have the honour to ask that your Lordship will be so good as to instruct the Crown Agents for the Colonies to procure and forward for the use of this Government the slides and books costing approximately £37 17s. and the lantern and apparatus, including carbide, costing about £12 17s.

It was necessary slightly to vary the terms agreed to by the Committee, in view of the fact that Waterlow will have to allow a discount to the trade, but the difference seems to me negligible, and not such as to justify delay.

WITH reference to the British re-issue of the lectures on the United King- dom for use in India, it has been pointed out to me that as your name appears as publisher, by direction of the Committee, on the title page, you will probably be written to by booksellers, and asked to supply copies. I propose, therefore, if you are willing, to leave a certain number of copies in your hands for such sales, and in regard to these I should be glad if you would account annually to me on behalf of the Committee, say, on the 1st October, which is the date when our other accounts in connection with this business are made up. I am instructed by the Committee to offer you a commission of 10 per cent. on the sales, and you will, of course, allow to the trade the usual discount on a net book. I should be glad to hear at what figure you would propose to put this trade discount. The price of the book is to be Is. net. This arrangement made with you would not, of course, estop the Com- mittee from disposing of the volume, either by gift or sale, in other ways. It is proposed, for instance, that Messrs. Newton & Co. should be supplied with copies direct by the Committee, for the purpose of selling them with the slides, for the sale of which they have been appointed agents.

WITH reference to your esteemed favour of the 1st instant, and the interview of our Mr. Ince with you this afternoon, we beg to confirm the arrangement sug- gested then, namely, that we take charge of copies of the lectures, and act as your publishers in distributing same to customers who may apply. The terms will be that the book shall be sold at 1s. net, and we will account to you for sales 13 as 12 copies at 10d. a copy, rendering you at the end of September of each year an account of such sales as may have been effected.
