I AM directed by the Earl of Elgin to transmit to you, to be laid before Secre-
tary Sir Edward Grey, the accompanying draft of a circular despatch* which, if Sir Edward Grey concurs, his Lordship proposes to address to the Colonies on the subject of the Brussels Sugar Convention.
I am at the same time to enquire whether, in Sir Edward Grey's opinion, there would be any objection to communicating copies of the Additional Act and Declara- tion to the West India Committee with or without a copy of Sir Henry Bergne's report of the 27th of July.t incorrect comments upon the effect of the Additional Act, as published in the continental newspapers have appeared in the English press tending to prejudice the prospects of its ratification by the other contracting States, and the publication of Sir Henry Bergne's report, with authentic copies of the Act and Declaration, might have the effect of removing the misunderstanding upon which such comments are based.
I am to request that Lord Elgin may be favoured with a reply to this letter at Sir Edward Grey's early convenience, and that the printed enclosures which accom- pany it may be returned at the same time.

Foreign Office, September 30, 1907. I AM directed by Secretary Sir E. Grey to acknowledge receipt of your of the 27th ultimo,† enclosing a draft of a circular despatch which the Earl of Elgin proposes to address to the Colonies on the subject of the Brussels Sugar Convention.
I am to suggest. for his Lordship's consideration, that the words "subject to subsequent ratification on the part of some of the Signatory Powers" at the end of paragraph 2 of the draft should be altered to “subject to subsequent ratification on the part of the Signatory Powers who are full parties to the Convention."
