Sir H. Campbell-Bannerman, in reply to a question by Mr. Essex, said that no opportunity for giving twelve months' notice of withdrawal from the Convention would arise until next autumn, and that there was nothing to add to the declaration made by His Majesty's Government during the debate on the question.

Submits remarks on the feeling among the parties to the Convention as to the andesirability of an abrupt denunciation of the Convention by Great Britain.
