Transmits, with remarks, copy of the resolution to be submitted by the Commonwealth of Aus- tralia, and copies of Nos. 12, 14, and 15; requests that a memoran- dum cn the question covered by the resolution may be prepared for submission to the Conference.

Replies to Nos. 16 and 17 that there is no question of France ceding the islands to anyone, but the wishes of his Ministers will be borne in mind.
