I HAVE the honour to acknowledge the receipt of Your Lordship's despatch, General, dated the 13th December, 1906,* furnishing particulars of the progress of the scheme, so far as relates to the West Indies, for lantern lectures on the United Kingdom, in case this Government should wish at any time to participate in the West Indian book of lectures.

2. Your despatch was referred to the Board of Education, who informed the Government in April last that they had decided to adhere to their former recom- mendation on the subject, which was conveyed to you in Sir Alexander Swettenham's despatch, No. 400, of the 7th August, 1905. On receipt of the Board's communica- tion the further consideration of the matter was for a while deferred.

3. The Superintending Inspector of Schools, who is the Chairman of the Board of Education, has, however, now called attention to a statement published in the Jamaica "Daily Telegraph" of the 8th ultimo, copy of which is enclosed, relative to the formation in England by private subscription, at the instance of Her Royal Highness the Princess of Wales, of a fund of £4,000 in furtherance of the movement. I shall be glad if Your Lordship can inform me whether the newspaper account is correct and, if so, if Your Lordship will favour me with any particulars relating to the possible participation by Jamaica in the benefits of the scheme which you may be in a position to give me.

2. As may have been inferred from my despatch "General" of the 13th of December last, I have no desire to press the matter, my only object in giving the information regarding the preparation of the West Indian edition of the lectures being to afford your Government an opportunity of again considering the proposal under somewhat more favourable conditions.

3. With regard to the statement in the Jamaica "Daily Telegraph" of the 8th of May, a copy of which accompanied your despatch,† as to the notice of the scheme which appeared in the London "Times," I have the honour to enclose copies of the noticef in question, which will serve to explain with what object the fund referred to has been raised, viz., the preparation of lantern lectures on the Colonies for use in the schools of the United Kingdom, in order to secure the completion of the other side of the scheme, as indicated in the last paragraph of my predecessor's circular despatch of the 13th of April, 1905.§

EXTRACT from Jamaica," DAILY Telegraph" of 8th May, 1907.

ILLUSTRATED LECTURES.

We have been informed, says the London "Times," by the Colonial Office that Her Royal Highness the Princess of Wales having lately had her attention drawn to the objects and work of the Committee on Visual Instruction appointed by Mr. Chamberlain in 1902 to consider the possibility of providing a uniform system of illustrated lectures for use in the schools of the Empire, has in the last few weeks, with the assistance of Lady Dudley and a committee of ladies, secured, by private subscription, a fund of not less than £4,000 for the furtherance of the movement.

It might be mentioned that the West Indies are included amongst the list of places in which the lectures are to be given.

I HAVE the honour to acknowledge the receipt of your despatch, No. 355, of the 18th ultimo, reporting that the Jamaica Board of Education have decided to adhere to their former recommendation on the question of participation by the Colonial Government in the Visual Instruction scheme.

The Minutes of the last mecting, having been circulated previously, were adopted.

Question of Edition or Editions for Australasia.

Mr. Lucas reported that he had been in communication with the High Commis- sioner for New Zealand, but that there was at present no prospect of that Colony participating in the Scheme. He also stated that as New Zealand was not prepared to co-operate he had thought it advisable to wait a while before approaching the Australian Governments on the subject. It was agreed to defer consideration of the proposal.

Indian, Canadian, and South African Editions.

Mr. Mackinder reported that the Indian edition had been delivered at the India Office. Dr. Heath informed the Committee that he had communicated with Dr. Orange, Director-General of Education in India, in the sense suggested at the last meeting. Regarding the Canadian edition, Mr. Mackinder reported that the absence in Canada of Mr. Walker, of the Canadian Emigration Agency, had some- what delayed matters. He also alluded to one or two small difficulties as to slides representative of the St. Lawrence River, material for which was to be sent from Canada. The completion of the South African edition was retarded by the fact of the Canadian edition being still in hand.

Composite Edition.

Mr. Mackinder explained that the preparation of coloured slides, involving considerable labour and giving unequal results, was the chief difficulty. It was suggested by Mr. Sadler that, in the first place, sets of black and white slides should alone be prepared, the edition consequently being issued at a cheaper figure, and an announcement being made that coloured slides at a higher price could be supplied if specially ordered: this would enable the edition to be placed on the market
