In his circular despatch of the 13th April, 1905, my predecessor gave an outline of the scheme for conveying to Colonial children, by means of visual instruc- tion, a better idea of conditions of life in the United Kingdom. Mr. Lyttelton also stated that it had been decided, in the first place, to introduce the scheme into the Colonies of Ceylon, the Straits Settlements, and Hong Kong, and he indicated that, with a view to carrying the experiment into other parts of the Empire, local editions of the lantern lectures by Mr. H. J. Mackinder, specially adapted for use in the different Colonies, might be prepared.

2. For several of the groups into which, for the purpose of the scheme, the Empire was divided, special editions have now been completed and despatched, but in order to simplify matters as far as possible, it has been found convenient to invite one Colony in each group to become responsible for the cost of adaptation from the original edition, thus acquiring within the confines of the group the copyright of the adapted book of lectures, and recouping itself for the extra initial outlay from the other Colonies in that group which may decide to adopt the scheme.

3. Advantage was taken of the presence in this country last autumn of Sir Walter Egerton to arrange that Southern Nigeria should pay for the preparation of an edition for the West African group of Colonies; and I enclose for your informa- tion, a copy of the book of lectures which has now been printed off and forwarded to Southern Nigeria and the Gold Coast, the two West African Colonies which, up to the present, have adopted the scheme. I also enclose a copy of the account,§ so far as it can be at present ascertained, for the supply to the Gold Coast of a lantern of superior equipment and of a type specially selected for that Colony, of a set of slides, and of copies of the book of lectures. It should be added that, in addition

to the sum mentioned in the account, it remains for the Government of the Gold Coast to arrange with that of Southern Nigeria what proportion of the initial outlay should be borne by the former Colony.

4. As no reply has been received from Sierra Leone to Mr. Lyttelton's circular,

I am not aware whether or not your Government favours the scheme; but I think

it well to inform you of its progress so far as relates to West Africa, in case Sierra Leone should, at any time, wish to participate in the West African edition.

17, Victoria Street, London, S.W., January 17, 1907. WITH reference to your letter of the 2nd October, 1905, No. 34778,* relative to the scheme of lantern lectures on the United Kingdom for use in the schools of Canada, I am directed to inform you that the Department of the Interior of Canada is prepared to purchase 10 sets of the slides and 10 copies of the lecture in question,

it being understood that the cost of each set (including the lecture) will be £43 10s., and will consist of 351 slides and lecture.

If the Earl of Elgin will be so good as to cause such further action as may be necessary to be taken in the matter, the High Commissioner will be greatly obliged.

It is gathered from the concluding paragraph of your communication referred to above, that it will now be necessary for steps to be taken with the object of placing Mr. H. J. Mackinder in personal communication with some Canadian representative in this country who can furnish material for slides, and also render him such special assistance as may be required in the preparation of an edition of the book for use in Canada. If this view is correct, I am to state that Mr. J. Bruce Walker, the Assistant Superintendent of Emigration, 11 and 12, Charing Cross, S.W., will be requested to communicate with Mr. Mackinder with the object of suitable arrange- ments being made.

WITH reference to correspondence which has taken place relative to the preparation of local editions of the lantern lectures on the United Kingdom, I am directed by the Earl of Elgin to enclose, for your consideration, the accompanying copy of a letter t from the office of the High Commissioner for Canada, intimating that the Department of the Interior of Canada is prepared to purchase sets of slides and copies of the book of lectures.

2. As the question of the possible modification of the scheme, so far as it relates to Colonies in temperate climates, was mooted at the meeting of the Committee on Visual Instruction held at his office on the 28th of November last, His Lordship will await the receipt of your observations on this letter, and an interim reply is therefore being returned to the High Commissioner for Canada.
