I AM directed by the Earl of Elgin to acknowledge the receipt of your letter of the 17th instant,* with regard to the ship- ment to the Colonies concerned of lanterns and slides in connection with special editions of the lectures on the United Kingdom prepared by Mr. H. J. Mackinder. It is presumed that any necessary directions regarding the use of the lanterns and accessories are being sent with them, as was done in the case of those despatched to the Eastern Colonies.

I am to enclose, for your information, the accompanying copies of despatches, t as noted in the margin. The account forwarded with each despatch is a copy of that which accompanied my letter of the 10th instant. This will render unneces- sary the sending of special reports on your part unless Mr. Mackinder should make further suggestions, but you will observe that detailed accounts have still to be rendered to the Colonies concerned.

I am to explain that the Government of Trinidad was reminded, in a previous despatch,§ of its right to recover part of the cost of adaptation.

It is assumed that Mr. Mackinder and yourselves have taken the necessary steps to secure the copyright of these new editions to the colonies which paid the cost of preparing them.

J. Mackinder for use in India will be completed within the current year.

2. In reply am to state, for the information of Mr. Secretary Morley, that it has been ascertained from Mr. Mackinder that it is fully expected that the lectures and slides will be completed and the account rendered before the 31st of March

next.

Eastern Lectures Account.

REFERRING to your letter of the 14th December, 1905, No. 43858/1905,¶ I have the honour to enclose a statement showing the position of the Eastern Lectures Account on the 30th November last.

A copy of the account for each month in which there are any transactions is forwarded to each of the three Governments concerned.

In his circular despatch of the 13th of April, 1905,* my predecessor gave an outline of the scheme for conveying to Colonial children, by means of visual instruc- tion, a better idea of conditions of life in the United Kingdom. Mr. Lyttelton also stated that it had been decided, in the first place, to introduce the scheme into the Colonies of Ceylon, the Straits Settlements, and Hong Kong, and he indicated that, with a view to carrying the experiment into other parts of the Empire, local editions of the lantern lectures by Mr. H. J. Mackinder, specially adapted for use in the different Colonies, might be prepared. [To (3) and (4) only. I gather from (3) Mr. Hesketh Bell's

For several of the groups into which, for the purpose of the scheme, the Empire was divided, special editions have now been completed and despatched, but, in order to simplify matters as far as possible, it has been found convenient to invite one Colony in each group to become responsible for the cost of adaptation from the original edition, thus acquiring within the confines of the group the copyright of the adapted book of lectures, and recouping itself for the extra initial outlay from the other Colonies in that group which may decide to adopt the scheme.

3. My predecessor invited the Government of Trinidad to assume the responsi bility for the West Indian edition of the lectures. They agreed to do so; and I enclose for your information a copy of the book of lectures which has now been printed off and forwarded to Trinidad and British Guiana-the two West Indian Colonies which, up to the present, have adopted the scheme. also enclose a copy of the account.
