2. I caused the matter to be brought before the Board of Education, as the constitutional advisers of the Government in a matter of the kind, and that body have reported that they think that this is not a fit item to be charged to the Educa- tion Vote.

I HAVE the honour to acknowledge the receipt of your circular despatch of the 13th of April last,* informing me of the arrangements that have been made for lectures on the United Kingdom to school-children in the Colonies of Ceylon, the Straits Settlements, and Hong Kong, to be illustrated by lantern slides, and suggest- ing that these should be adapted for use in the West Indies.

2. I referred this despatch for the consideration of the Board of Education who are of opinion that the present financial condition of the Colony does not warrant the expenditure that would be involved; but the matter will be borne in mind and again considered at a more favourable opportunity.

MY LORD,

I AM directed by Mr. Secretary Lyttelton to acknowledge the receipt of your letter of the 16th instant,† from which Mr. Lyttelton is gratified to learn that the Dominion Government hopes to utilize the scheme of lantern lectures on the United Kingdom for use in the Colonies.

In accordance with the request contained in your letter I am to transmit to you, for the use of the immigration branch of the Department of the Interior at Ottawa, six copies of the circular despatch of 13th April last, and of the paper enclosed in it containing a syllabus of the lectures designed for use primarily in the schools of the Eastern Colonies. The collections of lantern slides are now complete, and the proofs of the lectures are being finally revised; and as soon as the book is published à further communication will be addressed to you.

I am to add that this Department will gladly supply you with copies of any reports that may come to hand upon the working of the scheme.
