Petition, sub- enclosure 1 in

WE were honoured with your Lordship's commands, signified in Mr. Malcolm's

Temple, 29th May 1876. letter of the 24th March last, stating that he was directed by your Lordship to transmit to us three despatches from the late Governor of New Zealand; the first enclosing a petition to the Queen from the Chancellor and Members of the Council of the University enclosure i of New Zealand, in which the petitioners pray that Letters Patent may be granted with t a view to the recognition of degrees conferred by that University in the same manner enclosure." as if it had been established under a Royal Charter or an Imperial enactment; and also a petition to Her Majesty to the same effect from the Chancellor, Vice-Chancellor, Subensure in and Council of the University of Otago, with draft of proposed letters patent for that No. University; the second stating that the Otago University had become affiliated with 10 Sept. 1574. that of New Zealand, reporting the passing of an "Act to repeal The New Zealand No. 65. University Act, 1870,' and to reconstitute the University created thereunder;" and urging the desirability of granting the Letters Patent prayed for; and the third enclosing an Act intituled "An Act to amend the New Zealand University Act, 1874."

2. Mr. Malcolm also stated that he was to transmit copies of the charters empower- ing the Universities of Sydney and Melbourne to confer academical degrees, and of a similar charter for the University of New Zealand.

3. That we would perceive that the proposed charter had been drawn up, as nearly as the circumstances of the case would admit, in the same terms as the charter for the University of Melbourne. That as the institution appeared likely to exercise a beneficial influence on the promotion of education in the Colony, your Lordship was desirous of recommending it for any distinction, either simply honorary or calculated to strengthen its means of usefulness which it might be proper for the Crown to bestow, and the proposed charter had been framed with that intent.

4. Mr. Malcolm further said he was to request that we would take those papers into our consideration, and state for your Lordship's information whether we think that Letters Patent may be granted to the University of New Zealand empowering it to confer academical degrees in the form proposed, bearing at the same time in mind that, unless for some strong reasons, it will be expedient to adhere as closely as possible to the terms of the last precedent (Victoria) adopted in Australasia.
