We are honoured with your Lordship's commands, signified in Mr. Holland's
Temple, June 23, 1873. letter of the 17th instant, stating that he was directed by your Lordship to transmit to us a copy of a Despatch from the Governor of Hong Kong, enclosing copy of Ordi- nance No. 3 of 1873, "To make better provision for the regulation, inspection, and approval of the fittings of ships intended for the conveyance of Chinese emigrants "to be embarked at ports or places out of the Colony."

That he was to request us to favour your Lordship with our opinion whether the Ordinance might properly be confirmed by Her Majesty.
And that he was to transmit to us for reference copy of the draft "Chinese Emi- gration Ordinance 1873," which formed the subject of our report to Earl Granville of the 27th of March.
