We are honoured with your Lordship's commands, signified in Mr. Spring Rice's letter of the 22nd instant, stating that with reference to our Report of the 5th instant, he was directed to transmit to us a further letter from the Colonial Office raising a question as to the course which should be pursued as regards the persons detained in prison at Malts under warrants from the Consular Courts at Alexandria and Tunis, and to request that we would take the same into our consideration and furnish your Lordship with our opinion on this point; the previous papers were also enclosed.

That under the circumstances of this case, which are undoubtedly of some difficulty, we are, on the whole, of opinion that the best available course will be for the Judge of the Supreme Consular Court to issue warrants forthwith authorising the detention in Malta of such persons as are now there imprisoned under orders of the Provincial Consular Courts.
