Foreign Office, May 24, 1869. WITH reference to your letter of the 10th instant, enclosing a petition addressed to the Governor of Antigua by Mr. Every, a British subject, native of St. Christopher, in which he claims redress from the Venezuelan Government for losses sustained by him in consequence of the detention by the authorities at Margerita of his vessel the Elizabeth,” I am directed by the Earl of Clarendon to request you to inform Earl Granville that his Lordship has consulted the proper law adviser of the Crown with regard to this matter, and that his Lordship is of opinion that Mr. Every's claim is well founded, but that it will be advisable, before making any demand on account of it upon the Venezuelan Government, to obtain from Her Majesty's Chargé d'Affaires at Caracas, who will be instructed accordingly, a full report of the case.
