We are honoured with your commanda signified in Sir Frederic Rogers' letter
of the 10th instant, stating that he was directed by you to transmit to us a copy of
a letter from the Colonial Land and Emigration Commissioners, submitting the draft July 29, 1865.
of an Order in Council to put an end to the practice of fumigating the between decks
of emigrant ships by the vaporisation of tar by a red hot iron.
Sir Frederic Rogers was also pleased to state that you had some doubts whether a regulation intended to secure passengers from being burnt by means intended to secure their health can legally be passed under a power to make regulations "for promoting health," and that on this point you would be glad to receive our opinion.
