MY LORD.
Lincoln's Inn, July 11, 1865. We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 24th ultimo, stating that he was directed by your Lordship to transmit to us the accompanying letter from the Colonial Office and its enclosures respecting the case of Dr. Blackburn, who is accused of having conspired with others to send infected clothing into the United States, and to request that we would take those papers into our consideration and favour your Lordship with our opinion thereupon..
In obedience to your Lordship's commands, we have taken these papers into our consideration, and have the honour to

That we agree with the opinion expressed by the Solicitor General for Canada, that Dr. Blackburn is triable in Canada for the conspiracy to commit murder in the United States. We do not at present understand how Dr. Blackburn can be indicted upon same facts for what is termed a breach of the "Neutrality Laws."
