LAW OFFICERS to FOREIGN OFFICE.

MY LORD,

Lincoln's Inn, March 10, 1865. WE are honoured with your Lordship's commands, signified in Mr. Layard's letter of the 8th of March instant, stating that a question having arisen as to the position of foreigners naturalised in a British Colony, he had the honour, by direction of your Lordship, to request that we would, at our earliest convenience, favour your Lordship with an answer to the following question:-

Is a foreigner so naturalised entitled to the protection of the British Government beyond the precincts of the Colony in which he has been naturalised; reservation being of course made of the rights claimed over him on his native soil by the Govern- ment of which he is by birth a subject?

In obedience to your Lordship's commands, we have taken the question into our consideration, and have the honour to

That we are of opinion that a foreigner duly naturalised in a British Colony is entitled, as a subject of the Queen in that Colony, to the protection of the British Government in every other State but that in which he was born, and to which he owes a natural allegiance.
