LAW OFFICERS to FOREIGN OFFICE.
MY LORD,
Lincoln's Inn, August 22, 1864, We are honoured with your Lordship's commands, signified in Mr. Murray's letter of the 3rd August instant, stating that he was directed by your Lordship to transmit to us the accompanying correspondence which had passed between the Foreign From C.O. Office and the Colonial Office on a question raised by the Governor of Bermuda as to To C.O. the competency of British magistrates to deal with breaches of Foreign Maritime Law June 30. committed within British jurisdiction by the crews of foreign vessels, and to request From C.O. that we would take these papers into our consideration and favour your Lordship July 80. with our opinion as to the answer which the Secretary of State for the Colonial Office proposes to return to the Governor of Bermuds upon this question.
In obedience to your Lordship's commands we have taken this matter into our consideration, and have the honour to
Report
That we are of opinion that the answers of the Board of Trade to the two questions propounded by the Governor of Bermuda through the Colonial Office are correct, and that the reply proposed to be made by the Secretary of State to the Governor in accordance therewith is proper and ought to be sent.
We do not see our way to recommending any measure whereby imprisonment in our gaols could be made the means of punishing breaches of engagements committed by foreign crews towards foreign masters in our waters.
