Doctors' Commons, March 22, 1864. I AM honoured with your Lordship's commands, signified in Mr. Layard's letter of the 15th instant, stating that with reference to my Report of the 24th August last,* therewith returned to me, he was directed by your Lordship to transmit to me a Despatch from Sir J. Crampton conveying the reply which he has received from the Spanish Government to his inquiry as to the reasons why an indemnity has not been awarded to the owners of the "Criticado," and was to request that I would take this paper into consideration, together with the previous correspondence forwarded therewith for my convenience, and that I would report to your Lordship my opinion whether the circumstances of the case are such as to call for the further intervention of Her Majesty's Government.

In obedience to your Lordship's commands I have taken the reply of the Spanish Government into consideration, and have the honour to

That it appears no demand was made for costs and damages by the owners of the "Criticado before the proper court, and no appeal prosecuted from the sentence. On these grounds, as well as those mentioned in my last Report, I do not advise Her Majesty's Government to take any further steps in this matter.
