It appears to us that the provisions referred to in the Ordinance for Honduras might be advantageously adopted in Ceylon, with some necessary modifications.
We are also of opinion that it would be proper to provide for the punishment of fraudulent registration or attempts at registration.

Lincoln's Inn, March 4, 1864. We are honoured with your Lordship's commands, signified in Mr. Layard's letter of the 1st of March instant, stating that he was directed by your Lordship to transmit to us a letter from the Colonial Office, enclosing copies of correspondence which had passed between the Governor of Newfoundland and the Duke of Newcastle in regard to an application made to the Governor by the Consul of the United States in that Colony that in case the "Alabama" or the "
should proceed to Chesapeake Newfoundland they should respectively be detained, and to request that we would take these papers into consideration and favour your Lordship with our opinion as to any further instructions which should be addressed to the Governor of Newfoundland on the subject.
In obedience to your Lordship's commands we have taken these papers into con- sideration, and have the honour to

That the Governor of Newfoundland should be informed that though it is com- petent to the Vice-Admiralty Court to try questions of piracy committed on the high seas, yet in the event of the alleged pirates being claimed under the Extradition Treaty, he must deal with the matter in the manner provided by the statuto 6 & 7 Vict. c. 76. No other instructions appear to be needed. There is clearly no ground on which the "Alabama" can be ordered to be detained.
