Doctor's Commons, July 4, 1863.

I AM honoured with your Grace's commands signified in Sir F. Rogers' letter of the 22nd June ultimo, stating that the Queen having been pleased to sanction the appointment of the Right Reverend Walter John Trower, D.D., late Bishop of Glas- gow and Galloway, to the Bishopric of Gibraltar in the room of Dr. Tomlinson de- Grace's ceased, he was directed to request that I would prepare and transmit for your consideration a draft of an instrument for appointing Dr. Trower to the Bishopric of Gibraltar.

Sir F. Rogers was also pleased to transmit for the purpose of reference a copy of the Letters Patent constituting the Bishopric of Gibraltar, and appointing Dr. Tomlin- aon to that See. Also a copy of the Letters Patent which created the Bishopric of Colombo and appointed Dr. Chapman first Bishop. That these were the forms which until recently had been in use; but that on the appointment of Dr. Claughton to succeed Dr. Chapman in the See of Colombo, regard being had to the fact that the Letters Patent under which Dr. Chapman had received his appointment conferred episcopal powers not only on him but on his successors, it was thought unnecessary to repeat this grant, and it was determined, after consultation with my predecessor, to substitute a simpler form, which was adopted with the modifications rendered necessary by circumstances in that case, and more completely on the appointment of Dr. Welby to the See of St. Helena in succession to Dr. Claughton. A copy of Dr. Claughton's appointment was also annexed, because the case was one of translation. A copy of Dr. Welby's was also annexed, because it is unincumbered with certain special con- siderations which rendered it necessary to lengthen the Letters Patent of Bishop Claughton. And Sir F. Rogers was further directed to call my attention to the fact that Dr. Trower, although ordained in the English Church, was consecrated to the office of Bishop in the Episcopal Church of Scotland.

That I have prepared the draft of the Letters Patent which I herewith enclose. I have perused the former patents referred to in Sir F. Rogers' letter, and I have made such alterations in the present draft of these Letters Patent as the peculiarity of Bishop Trower's appointment appeared to me to require.
