Encloses a report by Mr. C. L. Bland on the development of Hankow, and again urges that His Majesty's Govern- ment should secure a substantial in- terest in the Hankow-Canton Railway, and should hasten the construction of the railway from Hong-Kong to Canton.

States that he has been informed that an Englishman is negotiating at Shanghai for a concession to construct a railway from Chinking to the frontier of Hong Kong; considers that such a project in well worthy the support of His Majesty's Govern ment.

Encloses report of a speech by Mr. Gershom Stewart, M.L.C., in which he expressed the opinion that it would be sound policy to guarantee a moderate interest on the cost of construction of the line; submits that until it is constracted Hong Kong's commercial aupremacy will remain in danger.

Calls attention to newspaper extracts relating to the Hong Kong-Canton Railway.

Makes observations on No. 13: states that it is undesirable for the Hong Kong Government to ask for rights to construct and work railways in Chinese territory or to give any guarantee in regard thereto; suggests an alternative scheme.

Reports that, according to Mr. Byron Brenan, the Belgians are in the matter of the Hankow-Canton Railway, acting for the French, and points out that the danger to the Colony is not thereby lessened.
