Urges that pressure be brought to bear on the British and Chinese Corporation to undertake the con- struction of a railway from Hong Kong to Canton; represents the de- sirability of His Majesty's Govern- ment acquiring a substantial interest in the Hankow-Canton Railway. Encloses a copy of a letter from the Hong Kong Branch of the China As- sociation to the Association in London arging the desirability of conserving and protecting British interests in South China by the opening up of Walchow to foreign trade and the construction of the Kowloon-Canton Railway with a branch to Walchow ; expresses sympathy with the scheme. Telegram (Rec. Jan. 30) States that the concession for the Peking- Hankow Railway made to American citizens was subject to the condition that rights were not to be alienated to other nations, and that the cancellation of the concession is threatened by the Director of Chinese Railways; again urges the importance of obtaining a large interest in the line.
Transmits copy of Nos. 1, 2, and 3; states that the Secretary of State attaches great importance to the pro- posal to connect Kowloon and Canton by railway presumes that there are no political objections to such 2 scheme.

Encloses notes of a discussion with the Chief Manager of the Hong Kong and Shanghai Banking Corporation re- garding proposals for the construction of the Canton-Hong Kong Railway, and recommends the guarantee by the Hong Kong Government of the pay- ment of interest on capital subscribed. Expresses opinion that the Treasury would not favourably entertain the proposal that His Majesty's Govern- ment should acquire an interest in the Hankow-Canton line, and that the Kowloon-Canton line should be proceeded with as soon as possible; enquires if the Hong Kong Govern ment are likely to grant a 3 per cent. guarantee to the British and Chinese Corporation.
