7. As regards new appointments, I desire to repeat what was said in paragraph 7 of my despatch No. 341 of the 1st November last.* If an officer who was in the service on the 1st August last, and has not elected to come under the sterling scheme, is appointed to a newly-created post, the salary of that post should be fixed in dollars for so long as he continues to hold it. The circumstances to be taken into consideration in fixing the dollar salary, in such a case, will be precisely those which would be taken into consideration if the sterling salaries scheme had never been thought of.
8. I telegraphed to you on the 8th instant,t stating that the answer to para- graph 2 of your despatch, No. 49, was in the affirmative, and referring to paragraphs 4 and 7 of my despatch, No. 341, of 1st November last.*
9. I shall address you in a further despatch in regard to the other points raised in your despatches on the sterling scheme and connected questions.

Government House, Singapore, February 28, 1902. WITH reference to the last paragraph of my despatch, No. 524, of the 23rd December last, I have the honour to inform you that Mr. R. D. Hudson has been transferred to the service of the State of Negri Sembilan as Forest Officer on a salary of £360 per annum, with effect from the 15th instant.
2. This transfer has been made on the advice of the Chief Forest Officer, who reports that the Malacca getah plantations are now in a sufficiently forward state to be left in charge of a trained Forester, and that an officer of Mr. Hudson's qualifica- tions will be more usefully employed in the Federated Malay States.

1. The minimum cost of these sterling proposals for the 107 appointments is £62,230, and the maximum £68,740.
2. The present cost is $351,684, plus double exchange compensation $527,526. 3. The increased cost with every officer drawing his minimum sterling salary
is $94,774, or 17.9 per cent. of the present cost.
4. The increased cost with every officer drawing his maximum sterling salary
is $159,874, or 30.3 per cent. of the present cost.
5. The probable cost with some officers drawing the maximum, some the minimum, and some the intermediate salaries of their appointments, is the averago of the above maximum and minimum costs, i.e., £65,485, that is, an increase of 24.1 per cent. on present cost.
6. For the purposes of computation, I have evaluated in dollars the salaries of the posts shown in the list as "New Appointments," as follows:-
