I AM directed by Mr. Secretary Chamberlain to acknowledge the receipt of letter of the 25th instant, and to request you to inform the Lords Commissioners of the Admiralty that Mr. Chamberlain concurs in the sub-clause which their Lordships propose to substitute for s. 82 (2) of the draft Order in Council for the exercise of His Majesty's jurisdiction at Wei-hai-wei.

2. The draft Order, as now amended, will be forwarded to the Foreign Office for the concurrence of the Marquess of Lansdowne, and will, in due course, be submitted to His Majesty in Council. Copies of the Order, as finally approved, will be forwarded for their Lordships' information.

3. I am to take this opportunity of asking for the return of the draft Order enclosed in the letter from this Department of the 28th February last.†

WITH reference to the letter from this Department of the 9th instant, I am directed by Mr. Secretary Chamberlain to request you to inform Mr. Secretary Brodrick that a letter § has been received from the Treasury stating that the Lords Commissioners concur in the proposal to instruct the Commissioner at Wei-Hai-Wei to issue a Proclamation making the British dollar legal tender on equal terms with the Mexican dollar, after a period of three months, provided he has first obtained the consent of the Chinese Governor, as regards the city of Wei-Hai-Wei.

2. It is understood that a copy of the letter has been forwarded from the Treasury to the War Office.

3. Major-General Dorward will be instructed accordingly, as soon as the Order in Council for the administration of Wei-Hai-Wei has been approved by His Majesty in Council.
