Miscellaneous: Reduction of Staff.

204. The Heads of the Departments in respect of which the Commission propose certain reductions of staff having been asked to report on the proposals, it was found that the Heads of the Medical and Education Departments were opposed to the recommendation being carried out.

As a Retrenchment Commission is at present inquiring into the expenditure on establishment in all Departments, I consider it advisable to defer consideration of the matter until that Commission has completed its work.

Circuit Bungalows.

205. I concur in the views expressed by the Commission and shall cause instructions to be issued accordingly in due course.

Age Limit of Retirement.

206. I agree with the Commission that any lowering of the age limit for optional retirement, to be of any practical benefit, must be accompanied by an improvement of the pension rules, but, as the subject of pension has, upon your instructions, been excluded from the terms of reference to the Salaries Commission, the matter must be dealt with as a separate question.

Free Medical Attendance.

207. I concur with the view expressed by the Commission that the present privilege should not be extended.

Overtime Fees and Work and Pay on Sundays and Government Holidays. 208. I note the views of the Commission, and shall deal with these matters in accordance with the merits of each case.

Miscellaneous Allowances.

209. The suggested revision will be taken in hand after a decision has been arrived at on the Salaries Scheme.

Transfers of Officers to new scales.

210. I concur in the general principle suggested by the Commission, but would explain that owing to such factors as stagnation, stoppage or deferment of incre- ments, curtailment of halts, it is not possible to convert salaries on a basis of length of service in all cases, and that consequently it will be necessary to prepare special conversion tables in many cases, Several of these have already been drawn up, but in view of the alterations of salary in certain cases proposed by me in this Memor- andum, the final settlement of conversion tables must be postponed until a decision has been arrived at as regards the whole of the Salary Scheme.

The Queen's Cottage, Nuwara Eliya, 7th April, 1922. WITH reference to the despatch* which is being forwarded to you by this mail in connexion with the proposals of the Salaries Commission for the increase of the salaries of Public Officers in Ceylon, I deem that it would not be out of place for me to request that the salary of the Governor of Ceylon should receive consideration together with the proposals for augmenting the emoluments of public servants in Ceylon.

2. I believe that in some Colonies this point has been considered, and I feel that the same arguments which apply to the necessity for increasing salaries generally should apply equally in the case of the Governor of Ceylon. The increased cost of living affects him in a greater degree, since his expenses are more considerable. 3. The matter, however, is one which I must leave in your hands. If it is not considered that in my case any augmentation of salary is advisable, then possibly the point may be considered in connexion with my successor in office.

YOUR despatch of 12th April, No. 203.* of Salaries Commission with your modifications to Legislative Council with the I approve of submission of Report† exception of recommendations as to educational remittances. I have been compelled in other Colonies to refuse sanction to similar proposals involving privilege exchange rates. Recommendations as a whole appear to me to be moderate, and I hope they will receive very careful consideration of Legislative Council. Despatch follows.— SECRETARY OF STATE FOR THE COLONIES.

THE SECRETARY OF STATE to THE GOVERNOR.

Downing Street, 1st June, 1922. I HAVE the honour to acknowledge the receipt of your despatch No. 203 of the 12th April* submitting your observations on the Report† of the Ceylon Salaries Commission.

2. I concur in your expression of appreciation of the work of the Commis- sioners, but I agree generally with the modifications which, after fuller consideration, you propose to make in their recommendations. On the whole, I consider that their recommendations are moderate and wholly justified by the urgent necessity for an improvement in the conditions of service in the Ceylon Government Departments. and I trust that the Legislative Council will be prepared to give the matter their full and careful consideration.

3. I have not been able to accept the recommendation in paragraph 58 of the Report. There are certain obvious objections to the grant of specially favourable exchange rates to officers for educational remittances, and, in addition, it may be urged that the advantage to the officer varies with the rate of exchange; the burden on the Government is similarly variable; and the cost of the privilege is difficult to estimate. I have felt compelled to refuse to sanction similar proposals in other Colonies, and I should not be willing to make an exception in the case of Ceylon.

I HAVE the honour to acknowledge the receipt of your Confidential despatch of the 7th April§ regarding the salary of the Governor of Ceylon.

2. I concur with your view that some increase of the Governor's salary would

be justifiable; and if the Legislative Council should be prepared to vote such an increase it need not be deferred until the Governorship is next vacant.

3. If you are in a position to say that the Council would not oppose such an increase, I should be prepared to send you definite instructions to propose an addition of £500 a year to the allowance for entertaining which is drawn by the Governor when he is in the Colony and by the Acting Governor when the Governor is on leave.
