Refers to No. 15, and deals with the various points raised therein; states that the Secretary of State has decided to recommend to Hia Majesty the changes in the Con- stitution announced in the House of Commons (No. 14), and that it is not possible to discuss at length the various points raised in No 15; but comments on some of them.
Conveys, with observations, decision as to the new Constitution, and transmits Order in Council to give effect to the proposals.
States, in reply to No. 16, that the power proposed to be given to the Governor in relation to certain Bille in the Legislative Council is taken direct from the Government of India Act, and that there is no reason to anticipate that it would be used to stop free discussion.
