States that the decision conveyed in the Secretary of State's despatch of December, 1917, regarding the repre- sentation of mercantile interests in the Legislative Council was communicated to the Chamber of Commerce; trans- mits further memorial from that body.
Relates briefly the history of events regarding the Kandyans and the re- form proposals: expresses his viewa and suggests that the Secretary of State should hear the views of Messrs. Moonemalle, Madawala, and Halangoda.
Reports arrival of deputation consisting of himself and Mossrs. Madawela and Halangoda and requests an interview to represent the views of the Kandyan community.
