10TH JUNE. I find that introduction of 29. rate of exchange for sterling salaries is causing great difficulties since, owing to fall in exchange, the recently abolished system of four-fifths at Is. 9d., and remainder current rate, gives better dollar pay on smaller sterling salaries. Owing to this fact and to the very high salaries paid in Federated Malay States there is considerable dissatisfaction in the Service with regard to new rates. I would suggest that half salary should be paid at 28., and half at 18. 9d., or, as an alternative, that during present violent exchange fluctuation dollar equivalent of pound sterling should be new sliding scale which I will submit if principle is approved. To meet immediate situation I sng- gest $10.70 cents exchange for pound sterling while dollar is between 9s. 4d. and 49. It is certain that if dollars should fall to neighbourhood of pre-War level, rising prices will necessitate further concessions, which can be accomplished by new sliding scale.-STUERS.

16TH JUNE. Your telegram 10th June. Am very unwilling to depart from arrangement that sterling salaries be paid locally at basic rate of two shillings to the dollar, but I agree that temporary local allowances should be granted during present violent exchange fluctuation taking the form of percentage of salaries fixed monthly on sliding scale. This comes to much the same thing as your second proposal but is preferable in form. Please submit scale accordingly. I am pre- pared to agree to seven per cent. on salaries while dollar is between points you indicate.-MILNER.

27TH JULY. Under terms of settlement of recent strike of artisans all employers, including Government, have increased artisans' wages by thirty-two and a-half per cent, ovar 1914 rate. I would be glad if I may be permitted to adjust pay of subordinate officers generally up to this limit without specific reference.-STUBBS.
