amount required for such officer's passage, or passages, he shall cease to contribute to the fund until such time as it may become necessary to make further payment thereto, or until he is directed to resume his contributions.
9. All contributions shall be compulsory, and shall be made by deduction from the officer's salary monthly.
10. The total cost of this scheme to the Government over a period of four years would be approximately Rs. 400,000, or about Rs. 100,000 per annum.

3RD MAY. Your despatch 20th March, Confidential,* paragraph 7, paragraph 9. Expenses of junior passed cadets are much heavier than those of unpassed cadets, who live at Canton cheaply. I suggest that increments between £400 and £600 be £50 or two £25 and three £50. Individual cases require working out in order to see exact result of changes in system, and I will be grateful if you will approve my varying decisions in this and other matters within reasonable límits.-STUBBS.

18TH MAY. Your telegram 7th May. I recommend that cadet should start on £350, and should draw £875 after second examination, £400 after passing, and should then proceed to £1,200 by two increments of £25 and fifteen of £50 with suggested efficiency bars. Under this all the younger cadets are for the time being out of pocket because of loss of acting pay, and I consider that under original scheme with eight increments of £25 their immediate loss of pay in the Colony will be excessive. I presume that where new scale of pay is less than that already drawn from January 1st no refund should be called for.-STUBBS.

Scheme will be limited as in case of Malay to five years in the first instance from such date, and it must be clearly understood that the Secretary of State will have a free hand in modifying or withdrawing this expensive concession if the financial situation at the end of five years requires it or if for other reasons he thinks fit to modify or withdraw.
