The Governor in Council may make rules to provide for elections under Section 3, the calling of meetings of the Board and the transaction of its business, the appointment of Committees under Section 5. the calling of meetings of ('om- mittees and the transaction of their business, and generally to carry out the objects of this Ordinance.

This Ordinance has been passed in order to constitute a Hospitals Board of nine persons, four being er officio members, under the Chairmanship of the Principal Civil Medical Officer, with power to fix and collect hospital fees, to disburse the funds available for hospital purposes and generally to supervise and assist in hos- pital administration, subject to the control of the Governor in-Council.
2. The Ordinance provides for the presence of ladies on the Board; and it is thought that the formation of this Board, with the powers and duties assigned to it by the Ordinance, will result in improved administration of the various institutions with which it will be concerned and will strengthen the hands of the Principal Civil Medical Officer.
3. The general scheme of the measure is similar to that of "The Board of Education Ordinance, 1909.

3. I am now to transmit to you, for the information of the Army Council, a copy of a letter* which has been addressed to the Treasury. It will be seen that his Lordship has agreed with reluctance not to press at present for the appointment of the Committee. I am to draw the Council's attention to the eleventh paragraph of that letter in which his Lordship has stated his readiness, on certain conditions, to request the Governor to repeal Section 86 (2) of the Liquors Revenue Ordinance, 1909. This sub-section re-enacts Section 113 of the Colonial Ordinance, No. XIX., of 1906, to which the Council have taken exception.

As regards the second question raised in your letter under acknowledgment, Lord Crewe adheres to the views expressed in the letter from this Department of the 26th of August, 1909†; but in deference to the wishes of the Army Council he will not refuse to request the Governor to include the gross receipts from this source in the total revenue assessable to contribution.
5. The settlement of this question will, in his opinion, he most conveniently carried out on the completion of the present correspondence with the Lords Commis- sioners of the Treasury; and his Lordship proposes accordingly to defer for the present the communication of his wishes to the Governor.
6. Further, I am to acknowledge the receipt of your letter of the 24th of May.‡ with regard to the exclusion of school fees and recovered hospital charges from the assessable revenue of the Straits Settlements. It will be seen from the 12th and following paragraphs of the enclosed letter that Lord Crewe is unable to accept the views of the Lords Commissioners of the Treasury on these matters. He is, there- fore, not prepared to ask the Governor to include these items in general revenue for the purpose of assessment.

I AM directed by the Earl of Crewe to acknowledge the receipt of your letter of the 24th of May.* with regard to the exclusion from assessment by the Straits Settlements Government of a portion of the liquor farm rents and the assessment to military contribution of the net receipts from Government buildings let for profit.
2. As regards the first point I am to explain that although the letter from this Department of the 26th of August, 1909,† referred specifically only to the question of the receipts from buildings let for profit, Lord Crewe considered that the exclu- sion from military contribution of a portion of the receipts from the liquor farm was also a matter which should await the consideration of the proposed inter- departmental Committee. No reference was, therefore, made to the Governor of the Straits Settlements at the time.
