An Ordinance to constitute a Hospitals Board in the Colony.

It is hereby enacted by the Governor of the Straits Settlements with the advice
and consent of the Legislative Council thereof as follows:-
1. This Ordinance may be cited as " The Hospitals Board Ordinance, 1910." Short title. 2. 1) There shall be constituted in the Colony a Board to be called The The Hospi- Hospitals Board,'' hereinafter referred to as "the Board."
(2) The Board shall be a body corporate with perpetual succession and a common seal: it may take, hold and dispose of property movable and immovable, and may sue and be sued in its said name.

THE GOVERNOR to THE SECRETARY OF STATE. (Received May 28, 1910.)
Government House, Singapore, 3rd May, 1910. WITH reference to your Lordship's despatch, No. 278, of the 15th October last, I have the honour to forward Ordinance No. V. of 1910, entitled “ An Ordi- nance to constitute a Hospitals Board in the Colony."

3. (1) The following officers and persons shall be members of the Board:- The Principal Civil Medical Officer:

The Resident Councillor. Penang:
The Resident Councillor, Malacca ;
The Colonial Treasurer;
Three persons, of whom one or more may be a woman, to be appointed for
each year by the Governor.
Two persons, of whom one may be a woman, to be elected for each year by the
Unofficial Members of the Legislative Council.
(2) On the death, inability to act, resignation or absence from the Colony for more than three months of any member of the Board appointed by the Governor a new member shall be appointed by the Governor.
(3) On the death, inability to act, resignation or absence from the Colony for more than three months of any member of the Board elected by the Unofficial Members of the Legislative Council a new member shall be elected by them.
(4) No act or proceeding of the Board shall be questioned on account of any vacancy in it.
(5) The Principal Civil Medical Officer shall be ex-officio Chairman of the Board.
The duties of the Board shall be as follows:--

Duties of
(i) To determine, subject to the approval of the Governor in Council, the Board. amount of fees to be charged in Government hospitals and asylums and to receive all such fees;
(ii) To disburse, subject to such approval as aforesaid, for the proper pur. poses of hospitals and asylums all sums available for the said purposes whether provided from public funds or contributed by any Government or person, not being in either case sums the control whereof is expressly otherwise vested by law, and all sums received as fees under sub- section (i); provided that nothing in this sub-section shall relate to the payment of the salary of any officer of the Medical Department; (iii) To submit to Government the annual estimates of revenue from, and expenditure upon, Government hospitals and asylums, and to make recommendations thereon;
(iv) To advise the Government upon any matters connected with hospitals and asylums which may from time to time be referred to it by the Governor.
5.—(1) Subject to the provisions of any law relating to the management or Power of administration of any hospital or asylum, the Board shall have power to appoint Board to Committees to supervise the administration of each or any hospital or asylum in the Commit-
