Asks permission to make an adjustment in the Estimates for 1911-12 freeing the revenue raised to meet interest charges on the loan for the construction of the Canton-Kowloon Railway from the payment of military contribution.

Deprecates publication of No. 168. as views therein expressed may prejudico negotiations with Treasury, and directs that No. 186 shoul·l not be published.

Requests agreement to the extension to Hong Kong of the principle that the assessable railway revenue for military contribution should be the gro receipts less the charges for mainten- ance and for the service of loans, and leas, in the case of railways expendi- ture out of revenue, 4 per cent. of the capital cost during a period of 50,

years.

Explains, in reply to No. 186, the prin ciples in force in the other Eastern Colonies in respect to the payment of contribution on railway revenue and encloses copy of No. 189; regrets inability to recommend to Treasury and War Office his proposal that the revenue required to meet the charges on the loan should be freed in any event from liability to assessment.

Reports agitation by the Unofficial Members of the Legislative Council against the excessive amount of the military contribution, and encloses report of a debate in Council: anb. mits observations on certain aspects of the question.

Encloses copy of a letter to Treasury expressing general agreement with the draft Ordinance in No. 193.

Suggests that, in regard to certain matters in dispute, a settlement has been arrived at, but observes that as regards others, Mr. Harcourt is quite unable to accept the Treasury view, and considers that in view of the irritation and friction caused in the Colonies by the prosent arrangements, the whole question of the contribu- tions should be referred to an Inter- departmental Committee.
