Requests agreement to the extension to Hong Kong of the principle that the assessable railway revenue for military contribution should be the gro receipts less the charges for mainten- ance and for the service of loans, and leas, in the case of railways expendi- ture out of revenue, 4 per cent. of the capital cost during a period of 50,
years.
Explains, in reply to No. 186, the prin ciples in force in the other Eastern Colonies in respect to the payment of contribution on railway revenue and encloses copy of No. 189; regrets inability to recommend to Treasury and War Office his proposal that the revenue required to meet the charges on the loan should be freed in any event from liability to assessment.
