do his best to carry out the policy indicated, which is rendered difficult by the extension of agitation and by strong personal feeling between the parties, and asks that information be refused to all outside the Colonial Office.

Reports the unanimous adoption by the Unofficial Members of the Council of Government of a resolution proposing to reduce the Governor's salary to Rs. 50,000 annually on the occurrence of the next vacancy; and states that notice has been given by Mr Leclézio of bis intention to propose the abate- ment of the military contribution for three years.

Encloses a copy of a resolution adopted at a public meeting held at Moka to protest against the imposition of new taxes and to ask for the appointment of a Committee of Enquiry; and re- ports the reception of a deputation from the meeting.

Encloses copies of reports by the Inspector-General of Police and the Procureur-General relative to a dis- turbance that took place on the occasion of the unveiling of the statue of the late Sir John Pope-Hennessy: remarks on the increasing lack of respect for law and order, and des- aribes measures taken to prevent intimidation and preserve the pence.

Encloses copies of notes exchanged with Mr. Leolėsio on the subject of the meeting at Moka referred to in No. 98, and reinarks on the nature of the movement.

Embodies resolution, voted unanimously 124

by the Council of Government, asking for the appointment of a Royal Com- mission to enquire into the adminis- trative and financial condition of the Government; and expresses cordial support of the resolution.

States that it would create a painful impression if cost of Royal Commission were thrown on local Treasury; and that it would add to the dignity and authority of the Commissioners if the oost were borne by Imperial funds.

Encloses a copy of a report by the Pro- tector of Immigrants respecting a disturbance that took place on the 28th December on the Labourdonnais estate, and observes that the affair is symptomatic of a new feeling.
