Proposes the appointment of a Commis- sion to collect evidence as to the need for a loan, and to investigate the administrative conditions of the island, and the business methods of the Commercial Bank; and suggests that the appointment of such a Com- mission should be invited by a resolution of the Legislative Council.

Telegram (Rec. Mar. 31.) Suggests that the reference to an enquiry into the affairs of the Commerotal Bank should be omitted from any communication to the members of the Council of Government as to the pro- posed Commission.

Acknowledges the receipt of No. 50; states that it and No. 87 satisfactorily explain the financial position, and explains how the discrepancy of £12,600 arose.

Explains the reasons for recommending that the invitation to appoint a com- mission of enquiry should be treated openly in the Council of Government ; reports, in reply to No. 47, that the Council of Government has been aum- moned to meet on 23rd April.

Confirms and amplifies No. 45, and transmita copies of documents convey- ing the views of Unofficial Members of Council on the question of inviting the appointment of a Commission of Enquiry.

Acknowledges the receipt of No. 5, and expresses inability to agree to any reduction in the rate of interest,

Reports that at a special session of the Legislature a resolution was maried by a majority of 28 votes to 8 to the effect that the Council does not feel justified in inviting the appointment of a Commission of Enquiry at the present time, and encloses messages from himself and minutes of the proceedings.

Supplies further particulars of the financial position, and makes sugges- tions for affording temporary relief of the distress.
