In reference to your letter of the 15th ultimo, we have to suggest, for your consideration, that a fee of 2,000 guineas should be paid to us as our remuneration in connection with the preparation and general supervision in the Colony of the evidence to be given in this arbitration, this fee to cover all services to be rendered by the partner who will proceed to Singapore in August next from the date of his departure to the date of his return to this country, but to be exclusive of travelling, hotel, and other out of pocket expenses.

WITH reference to previous correspondence and interviews with you relative to the engagement of shorthand reporters to take notes of the proceedings in this Arbitration, we have to inform you that after negotiations with Messrs. Martin and Meredith, of New Court, Lincoln's Inn Fields, and Mr. George Leslie Bannerman, of Pump Court, Temple, we would recommend you to empower us to conclude an arrangement with Mr. Bannerman to undertake the reporting of the proceedings in the Arbitration and the supplying from day to day of a transcript and ten copies thereof on the following terms:-

Mr. Bannerman to personally undertake the control and supervision of the reporting staff, taking out with him to Singapore one principal shorthand writer and four assistants. The remuneration to be paid for services rendered, exclusive of travelling expenses and subsistence allowances, but inclusive of all paper, ribbons, carbons, typewriting material, and typewriting machines necessary to enable

Mr: Bannerman to report the proceedings and supply the transcript and copies in an efficient manner, to be on the following scale:-For himself and his principal clerk one guinea a day during the journey to and from Singapore and two guineas a day during the Arbitration, half-a-guinea a day for each assistant during their passage to and from Singapore, no charge being made for the services of the assistants whilst engaged in the Colony. The transcript to be charged at the rate of 8d. a folio of 72 words, and additional copies 2d. per folio of 72 words.

As regards the travelling expenses and subsistence allowance Mr. Bannerman has, at our request, put forward the following suggestions for consideration, namely:- A payment of one guinea a day for himself and the same sum for his principal clerk, and 15s. a day for each assistant while in Singapore, and an allowance of 3s. or 4s. a day for each person to cover incidental expenses on the voyage out and home. In connection with these suggestions Mr. Bannerman informs us that he received payments upon the scale now suggested on the occasion of his undertaking the reporting of the proceedings upon the recent Opium Commission in India and of the Internationale Commission D'Enquête in Paris.

Mr. Bannerman considers that in this case an outfit allowance of 10 guineas per person should be allowed, and that himself and his principal clerk should travel first-class and the four assistants second-class.

The ten copies of the proceedings would be required for the Umpire, two Arbitrators, one copy for each of the four Counsel who will be employed, one copy for the Solicitors on either side, and the remaining copy for the Governor. It is impossible without increasing the staff to supply further copies of the proceedings.

WE enclose copy letter of yesterday's date, which we have just received from Mr. Inglis, evidencing the appointment by the Arbitrators of the Right Honourable Sir Michael Hicks-Beach, Bart., as Umpire in this Arbitration, and are given to understand that such appointment has been accepted subject to the Umpire's fee being agreed.

We have been appointed Arbitrators in connection with the expropriation

of the undertaking of the Tanjong Pagar Dock Company, Limited, and have agreed to ask you to act as Umpire between us.

The case comes on for hearing about 14th October at Singapore. particulars necessary will be supplied to you by the respective solicitors.
