OPIUM and Brang.
WITH reference to your circular letter of the 18th ultimo, I have the
January 16, 1894. honour to inform you that there are no licensed shops at Jaffna for the sale of opium or bhang,
2. Of the police at this station, there are only four habitual consumers of opium, all Mohamedans, and they state that they obtain the supplies necessary for their consumption in small quantities from the licensed shops at Colombo.
3. There are also three other constables who habitually smoke ganja leaves, which they generally purchase from the people who grow the plants and bring the leaves for sale from the country parts.
4. I enclose, for your information, copy of a letter of the 12th instant, on the subject, received from Dr. Paul, the resident surgeon of the Friend-in-Need Society Hospital, Jaffna, and forward by this day's post the three samples of preparations therein referred to.

Postscript.-There can be no doubt that illicit sales of opium and bhang are carried on very secretly at Jaffna in small quantities, but it has not been found practicable to detect them.

1. That I know of only 21 habitual consumers of opium who, I understand, get their supply regularly from Colombo.
2. Three different preparations of Indian hemp are in use, viz. :----
1. Kanja Lakyaw (Indian hemp, electuary).
2. Kanja Laddu (Indian hemp, candy).
3. Kanja Nei (Indian hemp, ghee), see samples herewith sent, A., B., C.
3. These preparations are generally made to order by native physicians, and in some
places they are sold in retail.
4. I know of several persons who take bhang occasionally in small quantities, and a few who are habitual consumers.
5. The use of opium and bhang being very restricted in this country, no reliable information can be obtained as to the effect of the drugs on those who consume them.
