I HAVE the honour to acknowledge the receipt of your letter of the 17th instant,* informing me that the Lords of the Treasury have approved of the payment from Imperial funds of the actual cost of the passage of myself and my family from Mauritius to England in March last, and asking me to furnish a statement of these expenses.
I enclose a memorandum † of the expenses, together with such vouchers as I have been able to obtain, The amount I now claim is 3741., which can be paid to my account at Messrs. Coutts and Co.
I beg leave to submit that am entitled to full pay up to the 12th of July, when the special business on which I was summoned by Her Majesty's Government was terminated, and my leave of absence began.

Youghal, Ireland, September 5, 1887. WITH reference to a refund I recently received of some salary due to me for the latter part of 1886 and the beginning of this year, I have been informed by the Crown Agents that under revised instructions from the Secretary of State such refund ought to have been made at the market rate of exchange prevailing on the 12th of March, and not at par. Accordingly it is proposed to deduct 2311. 158. 6d. from my half-pay for the month of August 1887.
2. As I have not seen the instructions in question, I venture to submit a few observa- tions before agreeing to the proposed deduction.
3. I was orally informed in December 1882, in Downing Street, that it was the practice in Mauritius to pay one half of the Governor's salary, when he was in the island, at par; and on my arrival, in the Colony I found that my predecessors had been so paid.
4. About two years ago I called attention to the point, as I entertained some doubt of its legality, but I was informed by the Secretary of State that the practice was to continue.
5. On the 15th of December 1886 my salary was totally stopped. Subsequently I was informed that this was not what Her Majesty's Government had intended, and I was offered half-pay from the 15th of December 1886 to the 11th of March 1887. moiety of that half-pay was given to me at par.

6. It is now proposed that the whole of the remaining half-pay due to me then, and withheld till August 1887, should be paid at the market rate of exchange. But had I received that
pay in the Colony when it was lawfully due to me I should have had the benefit of the practice as to remittances at par to which I have referred.

In reply to your letter of the 5th inst., I am directed by Secretary Sir H. Holland to inform you that he approves of your drawing half of the half-pay, for the period from 15th December to 12th March last, at 2s. the rupee (the other half being drawn at the market rate prevailing at the latter date), on the ground that if it had been paid in the Colony you would have remitted half the amount under the regulations in force for family remittances. The Crown Agents have received instructions accordingly.
2. As you only mention your own pay, and not that of your private secretary, I presume that he would not have been entitled to a family remittance, so that his salary for the period in question is rightly payable at the market rate.
3. Sir H. Holland regrets that the Crown Agents in the first instance, through a misunderstanding of the instructions given to them, paid you the whole amount at 2s.
rupee, and so put you to the inconvenience of having to make a refund.

4. Sir H. Holland approves of your drawing full instead of half-pay for the period from 13th March to 12th July last, as requested in your letter of the 23rd ultimo,† and has given instructions to the Crown Agents accordingly.
5. In regard to your reference (in the memorandum enclosed in your letter of 28rd ultimo) to your sending in a claim for the cost of the return passage to Mauritius, I am to enclose, for your information, copies of correspondence,t with the Treasury, from which you will see that the cost of your passage to England was allowed on the under- standing that you would defray your return passage yourself.
6. I am to add that the Secretary of State extends your leave of absence with half salary, as desired by you, until the date of arrival of the mail of March next.

Downing Street, September 17, 1887. WITH reference to my despatch, No. 241 of the 6th ult.,§ I have the honour to transmit to you the enclosed extracts from correspondence|| with Sir J. P. Hennessy, and to request you to invite the Council of Government to make further provision for the payment of the Governor's half salary for the period of four months from 13th March to 12th July last, as I have allowed Sir J. P. Hennessy to draw full salary for that period, as explained in the accompanying correspondence.
With reference to my despatch, No. 228 of the 20th July, I have to inform you that, on the application of Sir J. P. Hennessy, I have extended his leave of absence with half salary until the date of the arrival of the mail of March next.
