I understand that similar arrears of half salary are due to your private secretary and your assistant private secretary, and I request you, on your return to the island, to lay this despatch before the Council of Government, and inform it that I shall be obliged if they will make the necessary provision for the salaries of yourself and your staff."

3. During the period which I have mentioned Major-General Hawley drew one half of the salary of the Governor while temporarily administering the Government, and Sir John Pope Hennessy drew the other half, and it will therefore be necessary to invite the Council of Government to make provision for the payment to Sir John Pope Hennessy of a further sum of money equal to the half of the Governor's salary for that period.

4. I consider also that Sir John Pope Hennessy's private secretary should receive full salary for the same period, and I request you to lay this despatch before the Council of Government, and inform them that I shall be obliged if they will make the necessary provision for the salaries of Sir John Pope Hennessy and his private secretary.

5. In anticipation of the necessary amount being voted by the Council I have autho- rised the Crown Agents to advance to Sir John Pope Hennessy a sum equivalent to his half salary and the salary of his private secretary, which he informs me that he paid, for the period from the 15th December to the 12th March inclusive, at the rate of exchange prevailing at the latter date.

I AM directed by Secretary Sir H. Holland to request you to acquaint the Lords Commissioners of the Treasury that Sir J. Pope Hennessy has applied to be repaid the actual cost of the passages of himself and his family from Mauritius to this country.

Their Lordships will be aware that the usual passage allowance cannot in this case be granted from the vote for Governors' passages, as Sir J. Pope Hennessy is to return to his Government, but Sir H. Holland is of opinion that, inasmuch as he was summoned to England to furnish explanations to the Secretary of State, and did not come home on leave or at his own request, it would be proper that his actual expenses should be refunded to him, and Sir H. Holland trusts that their Lordships will see no objection to sanction this payment, of the amount of which they will be duly informed, being provided for from Imperial funds.

I am to add that as Sir J. Pope Hennessy has since applied for a short leave of absence before returning to Mauritius, he will defray his return passage expenses

himself.

WITH reference to my despatches* noted in the margin, I have the honour to inform that I have had under my consideration the question

you No. 181, May 9, of Sir J. Pope Hennessy's salary for the period from the 15th December to the 12th of March inclusive, being the period from the date of his suspension to that of his leaving Mauritius for this country, in pursuance of instructions from Her Majesty's Government.

2. I am of opinion that as he has been reinstated in the office of Governor the payment of his salary should be governed by the rules which would be applicable, under similar circumstances, to an ordinary civil officer of a Colonial Government, and that, in accordance with the 92nd Colonial Regulation, he should be held. to be "entitled to the "full amount of salary which he would have received if he had not been suspended, even though the officer discharging the functions of the office in the meanwhile has been allowed to receive some portion of the salary of the office.”

I AM directed by the Lords Commissioners of Her Majesty's Treasury to acknowledge the receipt of your letter of the 6th instant, relative to the application of Sir J. Pope Hennessy to be repaid the actual cost of the passages of himself and his family from Mauritius to this country.

I am to request that you will inform the Secretary of State that my Lords have had considerable hesitation as to whether the travelling expenses of the family could pro- perly be allowed in this case, but that, having reference to all the circumstances, and to the fact that Sir J. Pope Hennessy will defray his return passage to Mauritius himself, they have decided that the actual charge for paarages to England both for himself and his family may be paid from public funds.
