I WISHED to seize week ago, and put question to law officers here, who gave decided opinion Government could not do so under Ordinance; contention is, that Ordinance gives power seize property of the creditor (? debtor), in this case Bank, and that property is no longer vested in the Bank but in liquidation. Law officers will only take action under third section if. compelled; and before I act under second section, as ordered by you, I think right you should know it will be in face of protest of local law officers, but am ready to do so, if you telegraph single word “.

Kandy, 14th May 1884. (Received 6.40 p.m. May 14.)

LATE Manager Oriental Bank is doing much harm by calling in debt due to Oriental Bank, and refusing to receive in payment Oriental Bank notes readily received by other banks. I wish to take legal advice; first, whether Oriental Bank can refuse receipt of its own notes when offered in payment of debt due called in; secondly, whether it is in power of late manager to represent Oriental Bank, call in debt due, or give legal quittance. Attorney-General here is in doubt as to these points at issue.

HAVE made preparations for seizure, but they will not be completed till to-mOITOW, Everybody (I) have consult(ed) here strongly against seizure, and desire me to repre- sent that it will damage restored confidence, and may endanger recovery on notes guaranteed; I rather share this view as things are now, althongh I would have seized at first, but unless I receive definite authority from you to exercise my discretion. I shall
