From the GOVERNOR OF CEYLON to the EARL OF DERBY. (Received 9.30 p.m., May 6, 1884.)
STRONGLY urged by principal members Chamber of Commerce, by Madras and Com- mercial Banks, and Executive Council to issue Ceylon Government Bank notes. Immense advantage in covering possibility of loss on guarantee already given and pre- venting repetition of present calamity. Demanded also by Madras Bank as the condition of cashing Oriental Bank notes. Earnestly press your Lordship not to promise note issue to any intending Bauk pending my despatch on the subject of proposed Ceylon Government issue.

Application will be made next week Court of Chancery for second liquidator Oriental Bank, Interests of Colonial Governments. Are legal proceedings in the Colony already commenced by anybody, or advised by Attorney-General ? Report fully by telegraph. Repeat in full to Governor Straits, Governor Hong Kong.

Telegram from GOVERNOR OF CEYLON to the EARL OF DERBY, dated Kandy, 9th May, 1884. (Received 10.30 am., May 9.) Guarantee consists of official notification that Oriental Bank notes will be received in payment for revenue, and that Colonial Government undertakes to ultimately pay off local issue at full value in case of failure of Oriental Bank to meet liabilities. Con- sequently notes now received at full value by all other banks, and are again circulating. Had it not been effected result would have been most disastrous. Notice has been given to manager here, and liquidator, London, that priority of payment of debt due to Crown
