1.

Closer co-operation with the United States Information

In the light of the information at present available I foresee no special difficulty in according to U.S. I. S. such additional co-operation as they may require. Indeed the appointment

of a Hong Kong representative of the Regional Information Office, Singapore, has supplied an additional link with those of the American Consular staff who are concerned with U.S. I. S. activities and has already brought about closer co-operation than was previously possible.

But I should prefer to await additional information about the concrete measures by which it is proposed to bring about still closer co-operation before giving an unqualified assurance that no difficulties will arise. The enclosure to your Savingram under reference makes little specific mention of this territory, and, whilst it has for some time been clear that the U.S. I. S. effort here is gradually expanding, the American Consul-General has so far made no request for additional facilities, assistance or co-operation. I know of no reason to suppose that he is dis- satisfied with present arrangements.

In general, provided the activities of U.S. I. S. are confined to the publicising of American institutions and the exposition of American policy, and provided that these objects are pursued by overt means, I do not anticipate any political embarrassment from the mere intensification within reasonable limits of these activities. But the special circumstances of this territory and present complications in Far Eastern policy compel me to make the reservation set out in paragraph 2.
