Director of Education to a dinner at which Mr. Han Li-Wu (see correspondence ending with my top secret savingram No. 107 of 29th August) was also present and had there confronted him with a proposal for the establishment of a Chinese University in Hong Kong. I said that whilst I did not wish to make this an official matter the proposal was clearly one for consideration at top level in the first instance.

The Consul-General fully agreed and was most cooperative and friendly throughout. He volunteered the view that he felt that U.S. I. S. activities in Hong Kong were in some respects somewhat too prominent.
