Gibraltar and Aden. It was suggested that this plan, by

providing unofficial members with executive responsibilities

which, in some fields, would extend over the whole area

of the Colony, would help to solve the problem of the

irresponsible opposition.

16. Sir Charles Jeffries said that providing Hong Kong

with a City State constitution on these lines might be the

only way of preventing its absorption in China..
