He agreed, however, that the salaries of these Advisers
should be paid by His Majesty's Government and that, in
the case of a difference of view between the State Rulers
and the Advisers, the High Commissioner should be the
Arbiter

Other points made were:
(1) the tradition of the Hadhramaut to look East
rather than West; its connections with Malaya
and the Dutch East Indies; the poverty of a
country which can only grow enough for one-third
of its population and its dependence on money
earned abroad; the increasing difficulties of
immigration and of remitting money back.
(ii) the limit that these factors put on the
development of social services and political
growth.
(iii) the desirability of considering the omission
of "Aden" from the designation of the
Protectorates. The historical use of the
"Hadhramaut" was mentioned, but it was suggested
that "The Southern Arabian Protectorates" might
be the best substitution,
(e) Hong Kong.
15. The Committee inclined to the view that the main idea
which had emerged from the day's discussion, namely the
combination of state and municipal government effected by
establishing committees of Legislative Councils drawn mainly
from unofficial members and providing these committees with
executive and subordinate legislative powers in the field of
municipal or local government, should be considered in
