The Council may make Standing Orders and when constituted took over the Standing Orders of the old Sanitary Board.
The Council may appoint select committees and can delegate its powers to any Health Officer or to any select committee, and any failure to comply with the orders of the Health Officer or select committee is punishable in the same manner as if such order had been made by the Council (Section 15 (3)).
