THE HONG KONG URBAN COUNCIL

The Urban Council was set up and functions under the terms of the Urban Council Ordinance, 1935 (as amended) which abolished the Sanitary Board.

Composition (Sec. 3)

vice Chairman.

1 Secretary for Chinese Affairs.

1 Inspector General of Police.

8 Not more than 8 additional members holding office

for 1 year from the notification of their

respective appointments or elections in the

Gazette, & which 6 shall be appointed by the forerunt (§ 3 (q))

But, as stated in para. 1 of the Report of the Urban Council for 1948-49, "The Urban Council continues to function without elected members in accordance with the Urban Council Ordinance, No.7 of 1935, as subsequently amended".

The Governor, by Sec. 3(2) of the Ordinance, is empowered to fill by appointment any vacancy or vacancies which are not filled by election, if nominations are not received for all the vacancies announced.

4. Rules of Ballot

See Section 3 (6), (7), (8), (9) and (10) of the principal Ordinance.

5. Duties of the Council

The Council shall exercise control within the area allotted to it over all matters in respect of which powers are given to it by the principal Ordinance or any other ordinance. As may be seen from the report of the Council it is mainly concerned with the sanitation of the Colony, including the disposal of corpses, regulation of markets, the disposal of sewage and night soil, etc. etc.

Miscellaneous

i) The Constitution is unaffected by vacancies on the Council (Section 12 of the principal Ordinance).

ii)

The Council meets once in every alternate week and oftener if need be, and any four members form a quorum. The Chairman has an original and casting vote (Section 13 of the Ordinance.
