An amicable agreement for the resumption of through services would be welcome as evidence of a desire by the Chinese for more normal relations and communications.

On information before me, and subject to any comments by H.M. Charge d'Affaires in Peking, I see no reason to vary the conclusion reached in my telegram No. 1654 of 21st November, unless you feel it necessary to make some further recommendation to on aspects mentioned in your paragraph 3 when your examination of these points is completed. note that you propose to report further.
