I should be in favour of early resumption of tanker traffic and hope that British manager may be authorised to accept the invitation and resume discussions in a co-operative spirit. I fear that failure to respond to this overture may increase Chinese Government's suspicions and increase our difficulties with them. There has not as yet been any sign of an improved attitude towards the establishment of formal diplomatic relations though the attitude of officials in the ministry continues to be courteous and obliging. Ends.
